Estonia’s BSRBCC Presidency 2025
Tallinn hosted the BSRBCC Underwater seminar
At the end of April Estonia hosted the BSRBCC Underwater seminar in Tallinn that was co-organized by the Police and Border Guard Board and the Estonian Navy.
The seminar focused mainly on matters related to underwater critical infrastructure but in the course of the two day seminar it covered a variety of topics in addition to that – for example it was discussed how to deal with sunken ships that might have explosives and ammunition on board or that might be hazardous to the environment and how to use divers to collect evidence in case of criminal investigations.
Estonia hosted the BSRBCC green border experts meeting
At the beginning of March the experts from seven member states – Finland, Latvia, Lithuania, Poland, Germany, Norway and Estonia – met together with representatives from Frontex in Narva to discuss the issues concerning guarding the green border. The meeting was also joined by representatives from Ukraine. While Ukraine is not a member state of the BSRBCC, they will join a total of five BSRBCC format meetings this year as was decided last year during Finlands presidency.
It was pointed out that at the current time most of the efforts should be directed towards different technological solutions that would aid the border guards in detecting illegal border crossings and cross border smuggling as early as possible.
The meeting was co-funded by Frontex.
The first BSRBCC Threat Assessment meeting of 2025, Tallinn, Estonia
On the 26th-27th of February Tallinn hosted the first Annual Threat Assessment meeting participated by representatives from Finland, Latvia, Lithuania, Poland, Germany, Denmark, Norway, Sweden, Estonia and Frontex. The aim of the meeting was to discuss the challenges the region faces.
Furthermore, representatives from all participating BSRBCC Member states and Frontex presented their respective situational understanding of the current cross-border threats in the Baltic Sea area.
The general consensus was that in addition to the problems that have been present for the long time – for example cross border crime – more attention should be focused on the Russian shadow fleet, and the safety of underwater infrastructure. The draft of the BSRBCC’s Pre-Annual report will be prepared after the seminar.

BSRBCC Secretariat Meeting, Tallinn Estonia
The BSRBCC Secretariat Meeting took place in Tallinn, Estonia on 11-12 February 2025. It was attended by BSRBCC secretariat members from Finland, Estonia, Latvia and European Border and Coast Guard Agency Frontex.
As this was the first meeting of Estonia’s presidency of the BSRBCC, the meeting started with a recap of the Finnish presidency from last year and an in-depth overview from Estonia of the Action Plan for this year.
The agenda also included planning the upcoming Baltic Border Committee experts meeting that will take place in Tallinn in March.
